Dr.
Garrigan, numb at the prospect of joining the family business,
leaves the safe confines of his Scottish home and joins the ranks of
medical officers overseas. For sure, the young doc wants to do
whatever he can to help and make a difference in Uganda, but he also
wants a bit of fun and frolic with a little adventure thrown in for
extra measure.

As fate would have it, Garrigan’s adventures begin
rather abruptly on a roadside stop to treat President Amin. The
young Scotsman quickly bonds with the mercurial Amin. Subsequently,
the dictator whisks Nick from his humble medical apprenticeship in a
Ugandan village to the capital city as the President’s personal
physician.
Before long, the self-assured physician is
practicing more than medicine as Amin encourages his new protégé to
involve himself in the affairs of state and revel in the high-life
of the President’s court. Alas, choosing to blend his professional
and personal roles lands Garrigan in too deep with no way out.
Although a character with no basis in Ugandan
history, Garrigan is nevertheless a metaphor for the naïveté of many
who blindly believe that change is good and even militaristic
leaders must be given a chance to succeed or fail on its own merits.
But without a healthy dose of skepticism, such innocents can wind up
mere lambs to be slaughtered by those playing for keeps.
The film features fine performances by its entire
ensemble, but Forest Whitaker is eerily magnificent as the mythical
Idi Amin. Whitaker wonderfully brings the Uganda dictator to life
with all his contradictions of humor, charisma, debauchery and
malevolence.
